Every year, just before the legislative session kicks off, the Legislature’s nonpartisan Office of Legislative Research (OLR) produces a document known as “The Major Issues for XXXX” (whichever year it is). Their task is to review the workings of interim task forces, mandated studies, working group efforts and recommendations, as well as hot topics identified by national organizations representing members of each of the 50 state legislatures. They gather insights from research requests of CT’s legislators, engage in conversations with agencies, the governor’s team, public forums, and even reach out to the media corps and organizations representing various industries to gauge emerging issues, unresolved challenges, and issues not yet raised in the legislature.
